DECRETO-LEI N.º 39/2010

Regulates the organization, access and exercising electric mobility activities and undertakes the establishment of a pilot network for electric mobility and the regulation of incentives from using electric vehicles. You can see here the current version.

Directive no. 8/2020 completes the RME, approving the general conditions of the adhesion contract to the electric mobility network and the calculation methodology of the guarantees to provide to the Electric Mobility Network Managing Entity.

  • PORTARIA N.º 231_2016 - Establishes coverage, conditions and the minimum capital required for compulsory civil liability insurance for commercialization activities of electricity for electric mobility and of operating charging points for electric mobility.
  • PORTARIA N.º 222_2016 - Establishes the terms applicable to private use licences of the public domain, for the installation of charging stations of electric vehicle batteries in public places with public access in the public domain, namely when integrated areas in the hydro-related domain are concerned.
  • PORTARIA N.º 221_2016 - Establishes the rules applicable to the installation and functioning of charging points of electric vehicle batteries, as well as the rules applicable to the installation and functioning of charging stations that must respect the technical and functional requirements foreseen for smart meters.
  • PORTARIA N.º 220_2016 - Establishes the minimum power levels and the technical rules that the electric vehicle charging stations shall comply with in buildings and other urbanistic operations, which provide covered parking places.

  • PORTARIA N.º 241_2015 - Establishes the technical requirements attached to the licence attribution for exercising the operation activity of charging stations from the electric mobility network, as well as some procedural rules applicable to the instruction of the respective application.
  • PORTARIA N.º 240_2015 - Sets the value of the due fees for the request’s appraisal and the effectuation of registering the commercialisation of electricity for electric mobility, for the operation license of charging stations and for the completion of periodic inspections.
  • DESPACHO N.º 8809_2015 - Integrates the Action Plan for Electric Mobility, the locations of fast and normal charging stations, from the pilot phase of the MOBI.E network, still to be installed and temporary transfer of entitlement of those charging stations from the electric mobility pilot network and those already installed to the electric mobility network managing entity.
  • DECRETO-LEI N.º 90_2014 - Proceeds to the third amendment to the Decree-Law no. 39/2010, of 26 of April, which establishes the legal regime for electric mobility, applicable to the organization, access and the exercise of electric mobility related activities, as well as the rules intended for the creation of a pilot network for electric mobility.
  • DESPACHO N.º 115_2013 - Extension of the pilot phase of the Electric Mobility Programme.
  • DECRETO-Lei N.º 170_2012 - Proceeds to the first amendment to the Decree-Law no. 39/2010, of 26 of April, which creates the legal regime for electric mobility.
  • DESPACHO N.º 2288_2015 - Extends, until 11 of June of 2015, the exercise of the activity of the electric mobility network managing entity by the society indicated in no. 10 of article 5 of the Decree-Law no. 90/2014, from 11 of June.
  • DESPACHO N.º 9220_2013 - Review the Electric Mobility Programme.
  • DECRETO-LEI N.º 60_2017 - Establishes the framework for the implementation of an alternative fuel infrastructure, with the purpose of minimizing the dependence on oil and alleviating the environmental impact on transport.
  • RCM N.º 49_2016 - Attributes to MOBI.E, S.A. the powers to ensure decisions at an operational and relocation level, upon all charging stations subject to pilot network status. Determines the conclusion of the 1st phase of Mobi.E’s Pilot Network and launches the 2nd phase intended for the expansion to all municipalities.
